Sharma Frank founded Luminary Strategies, LLC, a D.C. firm that advises US and international electric service companies and energy system technology providers. She is a complex energy systems expert and attorney who has held technical and policy leadership roles in natural gas, renewables, nuclear, battery storage, distributed energy, and  environmental and energy commodities. In her 15-year career, she was twice-appointed to the CFTC Energy & Environmental Markets Advisory Committee, and has represented regulated gas and power utilities, independent generators, and technology companies before multiple federal and state agencies, Congress, and the White House.

Sharma Frank has a storied history with Texas energy: she led the strategic market entry to launch Tesla’s first US wholesale and retail energy businesses in Texas (2020-2024) and pioneered the ERCOT framework for grid-integrated virtual power plants and Tesla Megapack.  She led the market design advocacy which became the PUC Texas ADER Pilot, and is a primary policy and technical architect and consensus driver in her former role as ADER Task Force Vice Chair.

In her roles at the American Gas Association, Electric Power Supply Association, Exelon Corporation, and Tesla, she has advanced all-of-the-above energy solutions in Texas. She remains active in legal and STEM mentoring in Texas, is a guest lecturer throughout the UT System in Austin and Wash. DC, and is currently hosting a UT Dallas PhD student through the 2024 Archer Fellows program. She is also an incoming member of the Kay Bailey Hutchison Energy Center Executive Council, a position she intends to use to draw more STEM students into technical and policy roles in the energy industry.
