Sam Overly

State Policy Manager

Sam Overly serves as CEN’s Senior Policy Analyst. A native Hoosier, he grew up in Benton County, Indiana. With a degree in public policy from Liberty University, Sam has dedicated his early career to advancing conservative solutions in government and advocacy.

Having worked with the Indiana State GOP during the 2020 election and served at the Indiana State Senate during the first COVID session, Sam has developed invaluable skills in constituent correspondence, policy research, and grassroots campaigning. He has also held positions with the American Conservation Coalition and the Conservative Energy Network, where he focused on promoting conservative approaches to energy and environmental issues.
