Cole Howard

Deputy Director of Policy

Cole Howard is the Deputy Director of Policy at CEN.

In this role, he leads the organization’s policy and regulatory strategy across the national, state, and local levels. He works closely with CEN’s state teams, industry leaders, and policymakers to navigate the complexities of energy development while advancing policies that support grid reliability, energy affordability, and economic growth.

Cole previously served as Deputy Director of Development and Policy at the Land & Liberty Coalition®, a project of CEN, where helped expand the organization’s presence at, and beyond, the local level.

Earlier in his career, Cole was a Manager at a government affairs firm in Washington, D.C., where he advised clients on multi-state and intergovernmental policy and advocacy campaigns. He also played a key role in building the firm’s grants practice, helping secure funding for large-scale projects nationwide.

Cole holds a bachelor’s degree in Political Science with a minor in Business from the College of the Holy Cross and lives in Washington, D.C.
