Conservative Energy Network Expands Leadership with Hires in Policy and Development

February 28, 2025 – LANSING, Mich. – The Conservative Energy Network (CEN), a coalition of 26 state-based conservative clean energy organizations, today announced the addition of two dynamic leaders to its growing team. Salomé Garcia joined as Director of Policy & Programming, and Cole Howard will begin on March 3^rd as Deputy Director of Development & Policy for the Land & Liberty Coalition^Ⓡ (L&LC), a project of CEN.

Salomé Garcia is an energy attorney and political strategist with a decade of experience in political communications, campaign strategy, and energy policy development. She has worked alongside elected officials, regulators, and industry leaders to shape energy policy at the local, state, and federal levels. Salomé’s expertise in regulatory affairs and her deep commitment to conservative energy solutions will help strengthen CEN’s efforts to promote market-driven, reliable, and affordable energy policies nationwide.

Cole Howard brings a strong background in policy development, advocacy, and grant management. His experience supporting infrastructure, energy, and workforce initiatives, along with his strategic approach to policy research and stakeholder engagement, will enhance the L&LC’s mission to support landowners and rural communities in expanding clean energy opportunities.
