Reports To: Wisconsin Conservative Energy Forum’s Director of Operations/L&LC Deputy Director

Compensation: Includes benefits and competitive salary commensurate to experience; range $48,000 – $55,000. CEN offers a generous benefits package to employees, including:

Summary: The Wisconsin Land & Liberty Coalition Field Representative (FR) will be responsible for all of implementation, communications, programming, and operational functions instrumental in developing and managing strategies that promote and advance clean energy development in Wisconsin. Specifically, the FR will be responsible for managing and overseeing all efforts associated with the Wisconsin L&LC field campaign. In addition, the Fr will work directly with the state’s Director of Operations/National Field Manager in coordination with the Wisconsin Executive Director included in this project.

The FR will complete all reasonable related services as requested, including participation in weekly industry calls, as well as regular check-in calls with CEN oversight personnel as needed. Success in this role will require an individual that is highly organized, self-motivating, and a team player willing to help where he or she is needed. The right candidate will excel in an evolving work environment—often with little direct supervision—and can turn around quick deadlines.

Duties and Responsibilities: The following are essential functions of the position. Other duties may be assigned.

  1. Develop and manage strategies that help to overcome clean energy market barriers and accelerate the scale and penetration of clean energy development in Wisconsin.
  2. Assist Wisconsin Executive Director and Director of Operations/National Field Manager with marketing and fundraising for the Wisconsin L&LC program.
  3. Conduct grassroots outreach efforts and provide one-on-one assistance to local citizens regarding their community’s projects, issues, and demographics.
  4. Develop best practices, reports, summary papers, case studies, briefs, and web-based materials in support of knowledge transfer and outreach efforts.
  5. Identify and conduct deep-dive analysis on best practices for clean energy siting and draft guidance documents for local decision-makers and industry members.
  6. Work with WiCEF team to develop and maintain relationships with local government officials, trade associations, and state, regional and national organizations (state agencies, universities, non-profits, and others).
  7. Facilitate working group meetings with diverse stakeholders from the public and private sectors, as well as complete projects and deliverables with input from the working group.
  8. Analyze local ordinances, policies, and zoning rules to effectively message around proposed projects.
  9. Understand issues, problems, and reasons why a community may benefit from clean energy developments and work with state leads on implementation of solutions.
  10. Work with CEN communications team and consultants to develop and curate social and traditional media opportunities, including but not limited to letters to the editor, op-eds, blog posts, and social media engagement (Twitter, Facebook, LinkedIn, YouTube, etc.).
  11. Identify, track, and triage potential new areas of interest and relay them back to CEN management team, Director of Operations/National Field Manager, state team, and partners.
  12. Attend biannual CEN conference, collaborating with all CEN state organizations.
  13. Participate in monthly CEN Regional call and other meetings as scheduled.

Knowledge, Skills and Other Abilities:

• Excellent verbal communication skills.
• Great writing/editing skills, experience distilling complicated issues in memos, reports, press releases, and digital communication platforms.
• Basic graphic design skills for social media, web, Microsoft PowerPoint, and print materials are preferred.
• Prior program management and event coordination experience, with demonstrated ability to meet deliverables by deadlines.
• Outstanding time management and organizational skills, with the ability to manage and meet deadlines and balance multiple programming priorities at once.
• Ability to manage the state program budget.
• An entrepreneurial spirit, interest in learning new skills, and eagerness to advance the goals of L&LC.
• Role requires ability to work some evenings and/or weekends for special events.
• Role requires travel, including overnight travel, usually a few times per month.

Language Ability:

Ability to read, analyze, and interpret complex documents. Ability to prepare and deliver effective speeches and presentations on controversial or complex topics to diverse audiences including elected officials and public groups.

Computer Skills:

Working knowledge of the Microsoft Office Suite including Word, Excel, Outlook, and PowerPoint is required. Experience with Adobe Suite and with Squarespace, Constant Contact, MailChimp, or other email marketing platforms is preferred.


Bachelor’s degree (B.A./B.S.) from four-year college or university in communications, political science, digital media, or another relevant field; and at least one to three years of campaign and/or program management, communications, marketing, policy, or administrative experience.

Specialized Training:

• Experience working for issue advocacy nonprofits, public affairs firms, political campaigns, or government is preferred.
• Experience working with energy is a plus.
